MARCH 2021: ‘BLOCK DIWAS-TARGETS & ACHIEVEMENTS’.

BUDGAM

  • The District Development Commissioner convened a public outreach cum interaction programme at Block Headquarter Rathsuna, Beerwah.
  • On the occasion, people hailing from different areas of the Block Rathsuna attended the darbar and apprised the DDC of their problems particularly related to drinking water supply, roads, HT and LT lines, development of play fields etc.
  • DDC urged upon general public to take active part when projects/ schemes relating to development and upliftment of the concerned areas/ villages are framed and planned.
  • Similar programmes under Block Diwas initiative were also held at SDM office Khansahab and Chadoora. ANANTNAG DC holds Mega Public Darbar at Shangus, listens to Scores of Public Delegations. ADC’s Address Public Grievances at Bijbehara & Dooru.
  • The public outreach cum grievance redressal programme or Block Diwas was held at district headquarters and at all sub divisions of the district.
  • While stressing on importance of transparency in governance, the DDC impressed upon the officers to adequately publicise their schemes, project details, curtailment schedules, etc. He added that this would ensure that the people are informed properly and they do not suffer unnecessarily. He also called for proportionate utilization of funds in all Panchayat Halqas
  • On the occasion, scores of public delegations raised their grievances and demands before the DDC. They demanded provision of all Basic Health Care Facilities at SDH Shangus, Women Degree College and Mini Secretariat for Shangus, Development of Park at Datinagh, delimitation of Panchayat Halqa Shangus, Telecom facilities in Sush village, development of stadium at Nowgam etc

GANDERBAL

  • The Deputy Commissioner convened a mega public outreach cum interaction programme at far flung area of Gund, Kangan.
  • Thousands of local people and PRIs hailing from different areas of block Gund including Surfraw, Sonamarg, Haqnar, Ramwari and Ganiwan area attended the darbar and apprised the chair of their issues including those related to development of roads.
  • DC said that under Back to Village 2nd and 3rd, 252 works are approved in the district and process in this regard is also initiated.
  • He further added that District Administration is ensuring to provide all facilities to the people at their doorsteps especially to the people living in such tough terrain and in this regard necessary instructions are already given to line department

PULWAMA

  • DDC directed the concerned Officers to be proactive and remain accessible to the people so that the purpose of the initiative is fulfilled.
  • He added that an Electoral Photo Identity Card (EPIC) counter has been introduced in the Block Diwas and issues related to electoral registration shall be redressed besides counters for registration under JK-Sehat Scheme have also been introduced in this Block Divas.
  • The delegations also raised the issues regarding the provision of various services like revenue extracts, domicile certificates, caste certificates, dependency certificates, registration for various individual benefit schemes including social Security schemes for Old age pensions, handicap pensions, scholarships and submitted memorandum of demands pertaining to their respective Panchayat Halqas.
  • On the occasion, many grievances were resolved on the spot and rest were forwarded to the concerned departments for prompt redressal through an established tracking system.
  • Block Divas was held also held in block Pulwama and Tral.

BANDIPORA

  • The Block Diwas was observed in all blocks of the district, with enthusiastic participation of the public during which officers listened to public issues, grievances and demands.
  • During the public darbar, locals, social workers, senior citizens and civil society members put forth a plethora of developmental issues of the area. The delegations also raised several inter-departmental issues and sought intervention of district administration for resolution of their issues.
  • At least 60 grievances were raised during the public darbar out of which 20 demands were resolved on the spot while other issues raised on the spot demanded a field visit.
  • DC directed for joint inspection of the concerned departments to resolve the issues observed during the interaction with the public.

KULGAM

  • The District Administration organised Mega Block Diwas at 3 blocks viz. Devsar, Kulgam and D.H.Pora blocks the district to take appraisal of the peoples issues, grievances and demands.
  • The DC after paying kind attention to the people resolves some of the grievances on the spot and assured to mitigate all the issues and grievances of the local populace within the stipulated time.
  • He directed the officers and officials of all departments to remain available for public at all times to resolve the issues of public on priority.
  • Keeping in view the Season of horticultural and allied activities, the DC directed the concerned to ensure batch wise sampling of pesticides/insecticides for quality check so that sale of spurious drugs/products can be checked.

KUPWARA

  • The District Development Commissioner visited Lolab sub division and chaired two separate Public Darbars at Higher Secondary School and Community Hall Warnow Lolab.
  • He urged upon the officers and field functionaries of the district to play pro active role in resolving the problems of the people at ground level.
  • Meanwhile, the elected representatives and PRIs of the area put forth various developmental issues and problems of their concerned areas before the chair. The issues raised include erratic power supply, scarcity of potable water, upgradation of local roads, shortage of lecturers in Higher Secondary Warnow, upgradation of Medical Aid Centre Warnow etc.
  • On complaints of drug abuse, the DDC directed the concerned Police officers to intensify the efforts in curbing the drug menace in the area. He also directed CEO Kupwara to ensure awareness session about the ill effects of drugs in the schools during the morning assembly.

BARAMULLA

  • To mark the celebration of Block Divas in the district, the Deputy Commissioner paid visit to Uri where he chaired a public grievance camp and listened to various issues and demands of the people meant for the overall welfare and development of the area.
  • He urged upon the people to cooperate with the administration in carrying out the COVID-19 vaccination programme smoothly and successfully and follow all the requisite guidelines that shall be issued by the authorities.
  • He also emphasized upon them to come forward and reap the benefits of various welfare schemes especially the recently launched PM- Ayushman Bharat (SEHAT) Scheme and further added that every possible step shall be taken for the holistic development of border areas.

SHOPIAN

  • The District Development Commissioner (DDC) Shopian listened to people in Kaprin Block at Government Higher Secondary School, Kaprin and redressed hundreds of grievances on spot.
  • On the occasion, DDC appealed to people to become active participants and come forward so that the issues of daily importance are redressed in the minimum possible time.
  • The DDC gave patient hearing and also assured timely redressal of the grievances whereas on spot directions were also passed for the redressal of the genuine demands raised by the people.

UDHAMPUR

  • District Administration Udhampur, under the supervision of District Development Commissioner organized weekly Block Diwas cum grievances redress camps at all block headquarters of the district.
  • Additional District Development Commissioner presided over the hearing at Block Basantgarh and listened to issues projected by the locals, PRIs and individuals, women of which were resolved on the spot while rest were forwarded to the concerned departments
  • At Block Dudu, the Additional Deputy Commissioner apprised by the locals about their grievances and sought early redressal of the same. They sought road connectivity, Clearance of pending payments under MGNREGA and other issues of public importance.
  • Meanwhile, the designated senior officers listened to the public issues at other Block head quarters. At Block Ramnagar delegations of public demanded renovation of roads, improvement of drainage system, augmentation of drinking water, power supply , adequate ration, Parking facility to address problem of Traffic Jam. The CPO assured early redress of genuine demands

SRINAGAR

  • District Administration Srinagar organised weekly Block Divas at Harwan, Panzinara, Srinagar and Balhama Department of Rural Development and Panchayati Raj organised the programme which was attended by all the departments.
  • 2.08 Cr were released by the district administration today to executing agencies / departments for execution of various rural infrastructure works which included 150 Lakh to RDD for 43 works, 43 Lakh to power department for 6 sub-stations, 15 Lakh to Education and PHE for  3 works. All the works were earlier selected by concerned Panchayats and estimates prepared by departments.
  • DC Srinagar taking note of demands raised by Chairperson, Block Development Council, DDC Member and Panchayat heads sanctioned funds on account of snow clearance efforts of Panchayats , funds for hiring technical manpower at PHC as well as sports equipment. He also appealed the Panchayats to propose setting up of Libraries at ward level after completion of ongoing initiative of one library in each panchayat, achieving universal enrolment Inder SEHAT scheme providing insurance cover for treatment cost upto Rs 5 Lakh, enrolment of youth for skill development initiatives, departmental schemes of farm related departments like Horticulture, Agriculture , Animal Husbandry and Fisheries.
  • At Panzinara, DC Srinagar took note of issues arising out of jurisdictional issues related to Power, Water supply , Health and ICDS. Review of progress on Back to Village programme was also conducted and directions issued to departments for expediting same and enhancing scope under convergence.

RAJOURI

  • Continuing the endeavours of the District Administration to resolve the long-standing issues of the public and address their developmental concerns, the District Administration Rajouri today organised Block Diwas at Doongi, an area very close to the Line of Control.
  • Public in large numbers from Sasal Kote, Agrati, Challas, Shahpur, Derian, Chakli, Bagla, Mehari, Jatote, Khalwat, Sarol, Keri, Narian West and other adjoining areas participated in the Block Diwas and projected several issues and demands including augmentation of water and power supply, macadamization and repair and renovation of roads, better health care services and other related issues were raised during the programme.
  • DDC said that the District Administration is working on six C’s including community, commitment, conviction, continuity, compassion and cleaning and four T’s including team, transformation, togetherness, tireless and three A’s including action, awareness, accountability and three ‘S’ like smoothness, silence and shortness for the better functioning of the Government machinery.

SAMBA

  • To redress public grievances on the spot, the Weekly Block Divas proceedings were held here in remote Block Sumb.
  • Several issues were redressed on the spot by the intervention of the concerned departments, while remaining grievances were forwarded to the concerned quarters for time bound action.
  • The issues raised by the locals mainly pertained to Jal Shakti, Power Development Department, PMGSY, PWD. They also sought provision for issuance/updating of Adhaar Cards, Ayushman Cards, MGNREGA job cards, bifurcation of Ration cards & measures to improve net connectivity for availing different services.
  • Meanwhile, Additional Deputy Commissioner distributed Domicile Certificates, Golden cards etc on the occasion. 70 Domicile & other certificates were distributed among the beneficiaries on the occasion

POONCH

  • District Development Commissioner listened to public issues during the weekly Block Diwas program held at Block Mandi.
  • Similar hearings were also organised at   Mendhar, Surankote and Poonch which witnessed overwhelming public response.
  • During the programme, PRI members sought augmentation of water and power supply, Medicare facility and various specific issues. They demanded completion of High School building at Panchayat Saloonia, adequate staff in GHS, Arai, Health centre for Saloonia, adequate staff in health sector, road connectivity from Plera main road to market, Saiklu to Saloonia;   Rajpura --Police station,  main road to Markote, ATM for Panchayat Chikri,  construction of Middle school Azmabaad, construction of H.S Arai Malka, Play field for Mandi and various other issues in day to day life.
