3rd FEBRUARY
BUDGAM
The public interaction programme was chaired by District Development Commissioner and people hailing from different areas of the district apprised him of their issues related to availability of drinking water, restoration of power supply in the areas affected by fresh snowfall and frost, besides restoration of road connectivity of remote areas.
While interacting with the public, individually as well as in deputations, the DDC reaffirmed the commitment to mitigate their issues related to water, power and road connectivity.
The programme among others was attended by CPO Budgam, CEO, XENs of PDD, R&B and PHE, ALC Budgam and other concerned officials.
Programmes under Block Diwas initiative were also held at SDM office Chadoora, SDM office Beerwah, SDM office Khansahib.
ANANTNAG
The District Development Commissioner conducted the maiden Block Diwas programme at Sub Division Pahalgam.
Highlighting the importance of road connectivity around Pahalgam both for the general public and the tourists, the DDC directed the officials of R&B and PMGSY to ensure proper maintenance of all roads leading to the tourist destination besides smooth and timely distribution of compensation to beneficiaries under various road development schemes.
While stressing on making due payments under B2V3, 14th FC and MGNREGA, he directed BDO Pahalgam to sort out all issues pertaining to FRA through Gram Sabhas.
The Forest Department was directed to maintain all records on FRA at the sub division level with primary focus on community rights.
Agriculture & Allied Departments informed that 32000 KCC cases in Agriculture & 550 in Animal Husbandry and out of 5000 cases sanctioned in PM KMY, 1200 have been sanctioned so far.
KATHUA
Block Divas programme was organized here at Block Hiranagar.
After giving patient hearing to the public issues and demands, the DDC directed concerned officers to take immediate note of projected issues and demands of people for their redress in a time bound manner besides timely submission of action taken report in Deputy Commissioner’s Office.
During the visit, the DDC also visited Sub District Hospital Hiranagar and inspected the healthcare facilities available there.
SHOPIAN
The District Administration Shopian today conducted a Mega Block Diwas programme at Tehsil Office Keller and Zainapora Shopian to take first hand appraisal of people’s grievances and demands.
Various individuals, deputations like Aasha Workers, Civil Society Members and others met the DDC and put forth their genuine demands. The DDC assured the delegations that their genuine demands will be fulfilled within the shortest possible time.
The DDC distributed sanction letters and other certificates like Domicile, ST etc. among the beneficiaries. He also enquired about the pendency of issues related to ST certificates and directed the concerned Tehsildar to dispose of the same within the shortest possible time frame.
The DDC also provided 4x4 Vehicle to the SDH for evacuation of serious patients during harsh winters.
The DDC directed Chief Medical Officer, Shopian to ensure availability of doctors and other staff round the clock for the convenience of the people. Later DDC visited Kellar market and took stock of snow lifting and clearance of roads.
KISHTWAR
Block Diwas at Trigam to redress the grievances of the locals at their doorsteps.
During the camp, the delegations apprised the DDC that the major problem of the area is non-availability of telecommunication connectivity and demanded for the installation of communication towers in the area.
On the issue of the registration of the beneficiaries with the Ayushman Bharat sehat scheme, he informed that registration centre has been established at Shalimar where the beneficiaries can register themselves. A total of 32 domicile certificate,1 Income and 1 RBA certificates were issued on spot to the beneficiaries.
Similar Block Divas programme was organised at Paddar in which 22 Domicile certificates, 22 category certificates, 03 income and 25 character certificate were issued in favour of beneficiaries.
Similarly, in Block Chatroo, block diwas meeting was held under the supervision of the tehsildar. Atleast 20 Domicile, 20 income, 6 social caste, and 5 RBA certificates were issued to beneficiaries at HS Dambar besides a number of grievances were redressed.
KULGAM
The District Administration Kulgam today organised Mega Block Diwas at 3 blocks of the district at Devsar, Kulgam and D.H.Pora blocks of the district both officers and officials from line departments listened to issues, grievances and demands of the people for their timely redressal.
DC said that the main objective of the programme is to mitigate the issues and grievances of the people. He also listened to grievances and issues of people for redressal. Several certificates including Domicile, RBA, income and other certificates were distributed among beneficiaries .
GANDERBAL
The District Development Commissioner Ganderbal presided over Block Diwas proceedings at Block Ganderbal, Lar and Kangan to assess the developmental needs and redress the grievances of the people at their doorsteps.
The PRIs and locals apprised the DDC about various issues of public importance like development of playgrounds, augmentation of transformers, power supply lines with electric poles, provision of water supply to various habitations and other issues.
The DDC assured the PRIs that all their genuine issues would be taken into consideration in a time bound manner and directed the officers of line departments to work in coordination with the PRIs and prioritize the works as per the needs of common people.
BANDIPORA
The Deputy Commissioner convened Public Grievance Camp as part of Block Diwas programme at Mini Secretariat.
The DC after giving patient hearing to the delegations, passed on spot directions for the resolutions of various grievances while several committees and joint teams were constituted to resolve issues raised by the people during the program.
The Block Diwas was also observed in all the blocks of the district, with enthusiastic participation of the public despite adverse weather conditions during which officers listened to public issues, grievances and demands.
At Dak Bunglow Sumbal, Additional Deputy Commissioner along with SDM Sumbal attended the Block Diwas and heard the public grievances. Similar program was also held in Gurez Sub-Division.
10th FEBRUARY
BUDGAM
The District Development Commissioner conducted a public outreach programme at Govt Degree College Beerwah under Block Diwas initiative.
On the occasion, scores of delegations and individuals of the area put forth several issues and grievances to the DDC including improvement and macadamisation of roads, lanes and bylanes, augmentation cum improvement of power supply, safe drinking water, removal of encroachment at Beerwah, development of bus bay, and shifting of SDM office at Beerwah besides facility of digital X-Ray at Sub District Hospital Beerwah.
Later on the DDC distributed Domicile, Income, backward certificates among many beneficiaries.
ANANTNAG
The District Development Commissioner convened a public outreach programme at district headquarter.
Public raised a few grievances and demands including issues related to sand mining, de-siltation of Dadi Kanal, proper crossing and ramp facilities on 4-lane national highway, road maintenance at Marhama etc.
He directed the SDM to monitor the grievances received on LGs Grievances Portal and focus on quality response. He said officers should categorically flag budget constraints, non feasibility provisions of law etc while responding to the grievances.
DDC visited crossing areas at Semthan and Jablipora and took firsthand stock of the status of these crossings.
SHOPIAN
Scores of deputations and large numbers of individuals met the DDC and put forth their genuine demands including road connectivity, portable drinking water facility, uninterrupted power supply, repairs of lanes and drains, street lights etc.
The DDC after giving patient hearing resolved some of the issues and grievances on the spot and assured the public of resolving all the genuine issues in a time bound manner.
On the occasion, sanction letters and other Certificates like Domicile, ST etc. were distributed by the DDC.
BANDIPORA
The Deputy Commissioner held the public outreach programme at Sumbal Sub Division while Additional District Development Commissioner chaired the programme at Bandipora.
The people hailing from different areas of Sumbal Sub-Division attended the programme and put forth their issues relating to problems faced by them particularly drinking water supply, restoration of power supply in the areas affected by recent snowfall, besides restoration of road connectivity of remote areas also came into submission.
Speaking on the occasion, the DDC assured all deputations and individuals that their grievances and demands will be addressed at the earliest.
He directed to make available two boats at Nesbal for transportation of people till the bridge is complete over the river at the village. He also asked the department of horticulture to provide agricultural tools including irrigation motors to the people of these areas.
KULGAM
The District Administration organised Mega Block Diwas at three blocks of the district to take appraisal of the public issues, grievances and demands.
During the mega Block Diwas, functions were held at Devsar, Kulgam and D.H.Pora blocks of the district. Officers and officials from line departments listened to issues, grievances and demands of the people for their timely redressal.
Meanwhile to take first hand appraisal of public grievances and demands, the Deputy Commissioner remained available at Town hall Devsar.
People in large numbers attended the public redressal camp and apprised the DC of their issues, grievances and demands. The DC after giving patients hearing to them assured of redressing all the genuine issues in a time bound manner.
KISHTWAR
To redress the grievances of the people at their doorsteps, Block Diwas programmes were today held here at the designated locations under the overall supervision of District Development Commissioner.
Block Diwas was held at block headquarter Paddar under the chairmanship of SDM Paddar.
Delegations led by elected representatives highlighted demands regarding the upgradation of education & health institutions; road infrastructure and streamlining of the various public deliverance services in the area.
Besides, a number of individual oriented beneficiary certificates which includes 41 domicile certificates, 09 Category certificates, 05 ncome certificates and 34 character certificate were issued in favour of the applicants.
Similar Block Divas programme were organised at MS Singhpora, Chhatroo.
A total of 18 Domicile certificates and 02 income certificates were issued on the spot.
At Block headquarter Drabshalla the block Diwas was held at BDO office under the supervision of the ACR.
KATHUA
District Development Commissioner convened weekly public outreach programme here at PWD rest House Billawar.

The DDC assured the deputations and individuals that their issues and demands will be duly registered and taken up with concerned departments, while he resolved many issues on the spot.
The DDC said the Block Diwas initiative has been devised to ensure governance redress of the people at their doorsteps, who otherwise have to cover long distances to apprise the same to the administration.
POONCH
District administration Poonch, under the supervision of District Development Commissioner organised Block Diwas at Tehsil Complex Surankote.
Similar activities were also organised at Poonch, Mandi and Mendhar.
During the Block Diwas, locals raised various issues of their areas seeking augmentation of water and power supply, Medicare facility, Potha Surankote bypass circular road, Bufliaz road etc and other issues related to day to day life.
The DDC, gave on the spot direction to the concerned departments for early redress of the same. He assured the locals that all their genuine grievances will be resolved in a time bound manner.
The DC held also deliberation on the issue of illegal mining at various places on Suran-river.
The DC directed the Sub-division civil and police administration to conduct regular inspections to check the illegal mining. He asked for activating the team constituted for this purpose.
The DDC also reviewed the functioning of health department particularly regarding the COVID-Vaccination.
The achievement of Aadhar seeding by rural development and social welfare department and the work of PHE and PWB were also reviewed.
DODA
Various individual benefit services including Domicile and Category Certificates were today issued to the locals at the weekly Block Diwas events held here across the district.
The Block Diwas events were held at designated locations, where the teams of different departments along with the frontline field functionaries delivered varied service to the people and listened to their grievances.
The events witnessed active participation of the locals. The entire program was held under the supervision of District Development Commissioner (DDC).
As many as 92 grievances/applications were received during the program, of which 88 were redressed by the officer's/officials of respective departments on the spot. Besides 28 category certificates, 219 Domicile certificates, and 4 different revenue documents were also issued to the people on spot.
Meanwhile, 25 beneficiaries were also covered under Ayushman Bharat scheme, while 10 ration cards were adhaar seeded.
17th FEBRUARY
GANDERBAL
Additional Deputy Commissioner presided over the Block Diwas held at block Ganderbal, and listened to the grievances of people and PRIs who turned up to the camp and apprised the ADC about various issues and grievances and sought his intervention for early redressal.
The Sarpanchs sought better road connectivity, adequate health facilities, up gradation of PHE and PDD infrastructure and other related issues concerning their respective areas.
The ADC resolved several issues on the spot besides issuing instructions to the concerned departments to take measures to address the public issues in a time bound manner.
He directed the officers of line departments to work in coordination with the PRIs so that equitable development of all panchayats is ensured in the district.
PULWAMA
In a first, Electoral Photo Identity Card (EPIC) Registration counters were today introduced in the Block Diwas at Pulwama by the District Development Commissioner.
He while presiding over the grievance camp at Pulwama block said that the reason behind introduction of EPIC counters in the block diwas is to redress the issues of people related to electoral registration forthwith.
The delegations also raised the issues regarding the provision of revenue extracts, domicile certificates, caste certificates, dependency certificates, registration for various individual benefit schemes including Social Security schemes for Old age pensions, Handicap pensions, scholarships and submitted memorandum of demands pertaining to their respective Panchayat Halqas.
The Block Diwas witnessed distribution of Sporting kits, Domicile certificates, income certificates, Job Cards, KCC Cards and Labour Cards besides driving licenses.
The Block Divas was also held in block Tral and Pampore.
ANANTNAG
District Development Commissioner visited Sub Division Kokernag and held a mega public darbar.
DDC directed the sectoral heads to monitor the grievances received on LGs Grievances Portal and focus on quality response in a time bound manner.
Highlighting the importance of Panchayati Raj Institution in local governance, Garg stressed upon the officers to effectively liaison with the PRI members and ensure that they are involved in the governance process to the extent as mandated by the Panchayat Raj Act.
While calling for greater transparency in the governance system, he emphasised that the duty roasters (in hospitals, RDD, PMGSY, R&B, revenue offices etc) power curtailment schedules and progress report in projects of immediate public importance must be publicised adequately for the larger public interest.
KULGAM
The District Administration today organised Mega Block Diwas at three blocks of the district to take appraisal of the public issues, grievances and demands.
During the Mega Block Diwas, functions were held at Devsar, Kulgam and D.H.Pora blocks of the district.
People from Manzgam, Watoo, Ahmadabad, D.K.Marg, D.H.Pora and other adjacent areas apprised the DC about various issues confronting them and put forth their demand for redressal. The DC gave a patient ear to their issues, demands and assured them of resolving all their genuine issues in a time bound manner.
DODA
Varied individual benefit services including Domicile, Category Certificates and Revenue papers were issued to the locals at the weekly Block Diwas events held here across the district.
110 grievances/applications were received during the program, of which 106 were redressed by the officers/officials of the respective departments on the spot. Besides, 58 category certificates, 143 Domicile certificates, and 28 different revenue documents were also issued to the people on the spot.
351 beneficiaries were also covered under Scholarship scheme, while 38 ration cards were adhaar seeded.
RAMBAN
The DC gave a patient hearing to the issues, grievances and demands highlighted by the PRIs, deputations and individuals from various Panchayats including Seri, Sencha, Chanderkote, Sawni, Sildar, Pernote, Adhwa, Rajgarh and other adjoining areas.
Responding to the demands, the DC said that the issue of collateral damages to link roads due to earth cutting for NH-44 four laning has already been taken up with the NHAI.
He directed the ARTO to enforce fare for Sumos and other taxi cabs plying on link roads of the district, and take strict action against those resorting to violation of rules and overcharging. Executive Engineers of PMGSY and PWD were directed to submit the list of traffic worthy roads completed by their respective departments, so that SRTC bus services are run on these routes.
KISHTWAR
Deputy Commissioner presided over the weekly Block Diwas held at the far flung areas of Nawpachi, Marwah.
They apprised the DC of various issues pertaining to the upgradation of the local infrastructure of health, education, PHE and other key sectors.
The specific issues highlighted by the people of the Marwah area is about the road connectivity of the area via Dachhan, prevailing absenteeism in majority of government offices, timely payment of SBM and MGNREGA wages, augmentation of the health care system and regularization of chopper facility in the area.
Similar programme was held at Chingam Chatroo
Meanwhile, individual oriented beneficiary certificates which include 25 Domicile certificates, 2 ST certificates, 6 RBA Certificates, 6 SC certificates were issued in favour of the beneficiaries.
At block headquarter Paddar, the block diwas was and Scores of issues were redressed on the spot and a total of 59 domicile Certificates, 13 caste certificates; 9 character certificate and 11 revenue papers were issued on the spot among the beneficiaries.
At the block headquarter Bonjwah, weekly Block Diwas programme was also held.
KATHUA
The DDC gave patient hearing to the issues and demands of the public and assured redress of the same. He said the motive of convening Mega Block Diwas was to reach out to the people and understand their problems. He said devolution of powers to elected PRI members will surely pave the way for the development as per the aspirations of the locals.
He directed concerned officers for redressal of genuine demands and grievances of public importance.
Similar Block Divas cum redressal camps were held at designated places of the district.
Later District Development Commissioner attended a programme on Swachh Bharat Mission at BDO Block Basohli.
During the programme, the DDC gave away appreciation certificates to 14 students of GDC Basohli, who have recently initiated a special cleanliness drive at tourist spot Purthu located on the banks of Ranjit Sagar Dam Lake.
24th FEBRUARY
KULGAM
During the programme several functions were held at Devsar, Kulgam and D. H. Pora blocks of the district.
People from all over the areas which includes Qaimoo, Behibagh, Frisal, Pombay, Kulgam and other areas apprised the Deputy Commissioner about various issues and put forth their demand for redressal.
The Deputy Commissioner also directed the officers and officials of all departments to remain available for public use at all times to mitigate the issues of public priority. DC inspected ongoing work of Chmabagund Kulgam bridge and urged upon the concerned officers to maintain the pace of work and ensure timely completion of the project.
He was informed that the project is being executed by R&B and funded by the World Bank under the Jhelum Tawi Flood Recovery Project.
BUDGAM
People hailing from different areas of Subdivision Chadoora attended the darbar and put forth their issues relating to problems particularly drinking water supply, improvement of roads, widening of parking spaces at Chadoora town.
The DDC added that District Administration is ensuring that public outreach programme shall prove fruitful and progressive initiative for upcoming period.
On serious demand of providing more parking space and decongestion of traffic in Chadoora Town, the DDC reiterated this demand is of prime concern, efforts are on to identify the locations where more parking spaces will be developed and provided for use.
Similar programmes under Block Diwas Initiative were also held at SDM office Khansahab, Beerwah and DC Office Budgam.
DODA
Various individual benefit services including Domicile, Category Certificates, Revenue papers were today issued to the locals at the weekly Block Diwas events held here across the district.
The social welfare department Doda also organised special awareness cum distribution camp at Thathri, wherein various type of assistive aid was distributed among 90 beneficiaries.
57 grievances/applications were received during the entire program across the district, out of which 55 were redressed by the officer’s/officials of respective departments on the spot. Besides 35 category certificates, 208 Domicile certificates, and 55 different revenue documents were also issued to the people on spot.
Beneficiaries were also covered under Scholarship scheme and Ayushman Bharat, while 39 ration cards were adhaar seeded.
It is pertinent to mention here that a total of 894 works under different heads which includes Mgnrega,14th FC also started in different areas of the district.
ANANTNAG
The government’s Outreach Programme Subdivision/Block Diwas continued in district headquarter and all sub divisions of Anantnag.
Officers of the District Administration visited many areas of the district to address the grievances and demands of the public. The programme was attended by a large number of local people, PRI members & officers of the Line Departments at all venues.
On the occasion, the public raised few grievances and demands related to essential and non essential services. The officers listened to these grievances patiently and issued appropriate on spot directions to the concerned for redressal of genuine demands.
BANDIPORA
Among other issues raised during the programme include desilting of Irrigation Khuls , removal of encroachments on fast track basis, completion of incomplete SSA buildings, construction of Panchayat Ghar, Solid Waste management in Panchayats, renovation of water bodies, macadamization of roads and filling of potholes, making toilets in Bandipora market functional, regulation of traffic in Bandipora town besides others.
While responding to the grievances, the DC instructed Panchayats to impose ban on polythene to ensure minimum use of plastic and asked them to ensure proper collection of waste through Panchayat Committees.
He called for identification of landfill sites in each block and Panchayat by BDOs in consultation with the Revenue Department.
GANDERBAL
The programme witnessed enthusiastic participation of people and PRI members of different Panchayats wherein they apprised the DDC about their grievances and sought early redressal.
The Sarpanchs and locals sought better road connectivity, adequate health facilities, up gradation of PHE and PDD infrastructure, Degree College in block Wakura, Girls Higher Sec. School and other related issues concerning their respective areas.
The DDC resolved several issues on the spot besides issued instructions to the concerned departments to take measures to address the public issues.
Meanwhile, the DDC appealed the people to make optimal use of recently launched ‘Itella’ App so that district administration could help people of the district in real time in case of emergencies.
Later, DDC visited the Water Filtration Plant Lar to inspect the progress of renovation work of Water reservoir approved under Back to Village program.
